Awareness and Training Program on Precautions in the Collection, Use, and Disclosure of Personal Data

On June 13, 2025, the Legal and Corporate Communications Division of Khon Kaen University, in collaboration with the Legal Affairs Division, Office of the President, organized a training program entitled “Precautions in the Collection, Use, or Disclosure of Personal Data.” The event was presided over by Associate Professor Dr. Thara Thammaroj, Vice President for Administration, Acting President of Khon Kaen University, with Associate Professor Nutthasamon Thanakunrangsarit, Vice President for Legal and Corporate Communications, delivering the opening report.

The training was attended by university executives, deans, associate deans, line supervisors, staff responsible for preparing personal data processing records, members of the Personal Data Protection Committee, and other relevant personnel. More than 160 participants joined the training both online and onsite at Sirikunakorn 3 Conference Room, Office of the President, Khon Kaen University.

According to the Personal Data Protection Act B.E. 2562 (2019), the collection of personal data must be conducted only to the extent necessary and in accordance with the specified purposes that have been informed to the data subject. Such data collection must be authorized by law and carried out in a lawful and fair manner that does not unjustifiably infringe upon the rights of the data subject. Moreover, the use or disclosure of personal data must be based on the consent of the data subject and used only for the purposes for which such consent was given.

Currently, numerous violations of data privacy have resulted in significant harm to individuals. Thus, the Personal Data Protection Act B.E. 2562, in conjunction with the Digital Government Administration and Services Act B.E. 2562, requires government agencies to implement secure and well-governed data management systems. These include procedures for the collection, classification, processing, use, concealment, disclosure, verification, and destruction of data, leading to the development of key data systems that support the integration, exchange, and interconnection of information across agencies—both internally and externally—for the benefit of the public in an efficient and effective manner.

In this regard, Khon Kaen University recognizes the importance of properly collecting, using, and disclosing personal data, as well as preventing data breaches and overseeing the transfer of personal data abroad under the Personal Data Protection Act B.E. 2562. The University engages in student exchange programs—both outbound and inbound—in accordance with institutional agreements, and also receives international funding for human resource development. These activities often require the transfer of student or personnel data overseas in order to fulfill contractual obligations or for the benefit of the data subjects involved.

At the same time, the Digital Government Administration and Services Act B.E. 2562 emphasizes data governance within public institutions. Khon Kaen University must therefore ensure that its data is accurate, complete, current, secure, and does not violate personal privacy, while also enabling effective, secure, and efficient integration and use of data under its control.

Accordingly, the University must establish appropriate security measures for the collection, use, and disclosure of personal data under its control, to prevent loss, unauthorized access, use, alteration, or disclosure of such data. This is considered a vital institutional responsibility.

Given the foregoing reasons, and as a public agency subject to these laws, Khon Kaen University is committed to ensuring that administrators and staff comply with the relevant legal requirements. The University promotes lawful and proper practices and therefore sees the necessity of organizing training programs to raise awareness and understanding of the precautions in collecting, using, and disclosing personal data—including data breach prevention and international data transfer protocols—under the Personal Data Protection Act B.E. 2562.

These training initiatives are vital to ensure that Khon Kaen University handles personal data lawfully, completely, and accurately, while protecting privacy and enabling secure and efficient data exchange. It is thus proposed that the University implement a knowledge promotion program on personal data protection law for its administrators and staff.
